ACC (SEL) Marr was born in Amarillo, Texas, on 13 April 1975. In May 1993, he graduated from Texhoma High School in Texhoma, OK. He entered the Delayed Entry Program in January 1993 and enlisted in the U.S. Naval service. He attended basic training at Recruit Training Command, Great Lakes, Illinois, in October 1993, and subsequently attended Air Traffic Control Class "A" School in Millington, Tennessee, where he graduated second in his class. Shortly after completing "A" School, in June 1994, he enrolled in Carrier Air Traffic Control Center (CATCC) Operations Course and graduated July 1994.
In August 1994, CPO (SEL) Marr reported to USS Carl Vinson (CVN-70) out of Alameda, California, for his first tour of duty. Deployed for West Pac cruise. He qualified up to Air Operation Supervisor and CCA Final Control, Damage Control Petty Officer, and advanced to the rank of Third Class Petty Officer.
In October 1997, CPO (SEL) Marr reported to Naval Air Station Meridian, Mississippi, for his second tour of duty. He quickly qualified at one of the top busiest training Air Traffic Control Facilities in the Navy. He qualified as Air Operations Duty Officer and Facility watch Supervisor. He held two Certified Tower Operator Licensed (CTOs) for NAS Meridian and the other for the outline airfield Navy Joe Williams. He advanced to Second Class petty Officer in June 1999.
In October 2000, CPO (SEL) Marr reported to Naval Air Station Oceana Air Detachment, Norfolk, Virginia for his third tour of duty. He quickly qualified Air Operations Duty Officer and Facility Watch Supervisor. He held a two Certified Tower Operator License (CTO) for NAS Norfolk and the other for the Heliport Tower. His collateral duties were Assistant Command Fitness Leader and Training Petty Officer.
In May 2004, CPO (SEL) Marr reported on board the USS Dwight D. Eisenhower (CVN-69) in Norfolk, Virginia, for his fourth tour of duty. He deployed into the Mediterranean Sea, Arabian Gulf, and Afghanistan. He qualified Air Operation Watch Officer, CATCC Supervisor, Enlisted Aviation Warfare Specialist designation, Enlisted Surface Warfare Specialist designation, and was advanced to First Class Petty Officer. He held the collateral duties of LPO, Command E-6 Section Leader, Command Fitness Leader, Command Enlisted Aviation Warfare Board member, Damage Control Training Team member, 3MA, Work Center Supervisor, Damage Control Petty Officer, Safety Supervisor, and Supply Petty Officer. In September 2005, volunteered for I.A. with Commander, Navy Region, Mid-Atlantic at NAS, Joint Reserve Base (NAS JRB), New Orleans, Louisiana. He qualified local Control and Ground Control to help with rescue and recovery operations for hurricane Katrina and Rita.
In June 2007, CPO (SEL) Marr reported to Naval Air Station Pensacola, Florida, for his fifth tour of duty. ACC (SEL) Marr designated by the Commanding Officer as a Facility Watch Supervisor. Since being there, he has been assigned as the Leading Petty Officer, Command Section Leader, Assistant Command Fitness Leader, Installation Training Team Member, Antiterrorism Work Force Group Team Member, Command Sponsorship, Command MWR Committee, Assistant Command Fitness Leader, Assistant Training Branch Manager, and Assistant Tower Branch Manager. Augmented from January 2009 through March 2009 with Commander Task Force 48 (CTF-48) in Haiti for the Operation Unified Response. He qualified Flight Planning Supervisor, Local Control, Ground Control, and Tower Supervisor. While here, he has been selected Boy Scout of America Nominee from NAS Pensacola. Selected as Navy Region South East Air traffic Controller Of the Year, Senior Sailor of the Quarter, Senior Sailor of the Year.
CPO (SEL) Marr has been awarded numerous Letters of Appreciation and Commendation, Navy Marine Corps Achievement Medal (fourth award), Flag Letter of Commendation (second award), Good Conduct, Meritorious Conduct Medal (fifth award), Arm Forces service Medal, Military Outstanding Volunteer Service Medal, and Boy Scout of America. He has recently attended to Bakers University completing college toward bachelor's degree in Science and Technology.
He married to his lovely wife Autumn Marr. He has 4 children, Shakota, 18 year old daughter, Jay 16, year old son, Ryan, 15 year old son, and Jennah, 13 year daughter. He spends his off-duty hours watching his children play sports for high school, participating in Captain's Cup flag football, fishing, and boating along with some water sports. He has volunteered in a number of various events including Spring Time for Seniors, Trees for Troops, Fishing on the Pier, United Way Day of Caring, and some fishing.
For the FY-12, he was selected as Air Traffic Control Chief Petty Officer.
